مانيلا 27-30 تشرين الاول 2008 (English Version)

عقد المنتدى العالمي الثاني حول الهجرة والتنمية في مانيلا- الفيليبين بين 27 و 30 تشرين الاول 2008 حيث ناقش موضوع الهجرة والتنمية وحقوق الإنسان، بالإضافة إلى موضوع الهجرة الشرعية وكيفية استثمار تحويلات المهاجرين المالية بهدف المساهمة في التنمية. شارك في المنتدى ممثلون رفيعو المستوى عن الدول الاعضاء في الامم المتحدة.

يهدف هذا المنتدى الى تعزيز التعاون بين الدول لتحقيق كسب يستفيد منه المواطنون، المهاجرون، بلدان المنشأ، والمجتمعات التي تستقبل المهاجرين اي بلدان المقصد.

يأتي هذا المنتدى كمتابعة للجهود التي بذلت في المنتدى الاول حول الهجرة والتنمية الذي عقد في بروكسيل عام 2007 و الذي شارك فيه لبنان ممثلاً بمدير عام المغتربين الاستاذ هيثم جمعة. ناقش المنتدى الاول كيفية وضع سياسات من شأنها ان تؤثر ايجاباً على الهجرة والتنمية، وعمل على بناء الثقة بين الدول المشاركة والمعنية بالهجرة .

بما ان هذا المنتدى يساهم في تبادل وجهات النظر وتعميق الحوار والتشاور الدولي حول الحلول الممكنة لمعالجة ظاهرة الهجرة التي تحولت إلى هاجس عند بعض الدول، وبما ان لبنان بلد معني مباشرة بالهجرة، كان من المهم جداً أن يشارك في هذا الاجتماع الذي أعطى الوفد اللبناني فرصة عرض وتقديم تجربته الخاصة مع موضوع الهجرة وحقوق الإنسان من جهة، وموضوع الهجرة النظامية من جهة أخرى.

تألف الوفد اللبناني من سعادة مدير عام المغتربين الأستاذ هيثم جمعة الذي هو نقطة الاتصال الوطنية في لبنان بخصوص المنتدى العالمي للهجرة والتنمية، ومن مدير مكتب شؤون الجنسية والجوازات والأجانب في المديرية العامة للأمن العام العميد سهام حركه، و من مستشار وزير الشؤون الاجتماعية الدكتور خليل حماده.

شارك لبنان في كافة اجتماعات المنتدى التي تألفت من جزئين، الجزء الأول الخاص بال Civil Society Days الذي عقد يومي 27 و 28 تشرين الأول 2008 وشارك فيه ممثلون عن المجتمع المدني والمنظمات غير الحكومية، والجزء الثاني الخاص بإجتماع الحكومات Governments meetings الذي عقد يومي 29 و 30 تشرين الأول 2008.

تمثل لبنان بالأستاذ هيثم جمعة في الطاولة المستديرة الأولى التي ناقشت موضوع حقوق المهاجرين وأهمية تحويلاتهم، و بالعميد سهام حركه في الطاولة المستديرة الثانية التي ناقشت موضوع الهجرة النظامية والمضمونة.

لقد قدم كل من مدير عام المغتربين الأستاذ هيثم جمعة والعميد سهام حركه ورقة عمل عن تصور لبنان بخصوص معالجة مشكلة الهجرة وقضايا التنمية وحقوق الإنسان وأهمية تحويلات المهاجرين خاصة أن لبنان يشهد نوعين من الهجرة: الخارجية التي تتمثل بهجرة شبابه والوافدة التي تتمثل بتوافد اعداد كبيرة من المهاجرين الآسيويين والافريقيين إليه.

بالإضافة إلى ذلك، وعلى هامش المنتدى العالمي الثاني حول الهجرة والتنمية، شارك لبنان في بعض النشاطات والنقاشات الجانبية مع كبار المسؤولين وممثلي الدول. على سبيل المثال شارك لبنان في جلسة نقاش حول دراسة عن العمال المهاجرين و فيروس نقص المناعة. أعدت هذه الدراسة من قبل فريق متخصص في الأمم المتحدة وبعض الجمعيات غير الحكومية المعنية بالهجرة وحقوق المهاجرين.

أهم التوصيات التي صدرت عن المنتدى ركزت على احترام وحماية حقوق المهاجر، والعمل على وضع سياسات تهدف إلى تفعيل الهجرة النظامية وتسهل عملية تحويل واردات المهاجرين واستثمارها بطريقة منظمة بهدف المساهمة في التنمية التي بدورها ستؤدي الى تحسين الخدمات الاجتماعية والصحية والاقتصادية بما معناه أنها ستؤدي إلى احترام حقوق المهاجر بشكل خاص وحقوق الإنسان بشكل عام.

تجدر الإشارة إلى أن المنتدى العالمي الثالث حول الهجرة والتنمية سيعقد في اليونان وستعمل مديرية المغتربين في وزارة الخارجية والمغتربين على تنظيم مشاركة لبنان وتأليف لجنة تضم ممثلين عن مؤسسات الدولة المعنية بموضوع الهجرة والتنمية وحقوق الإنسان بهدف وضع دراسة شاملة عن موضوع الهجرة.

Global Forum on Migration and Development (GFMD) (Manila, 27 – 31 October, 2008)

The second Global Forum on Migration and Development was held in Manila from 27 to 30 October 2008 with a focus on migrants, protection and empowerment for development. It was attended by representatives from 155 countries and numerous civil society organizations, for a total of close to one thousand delegates.

The GFMD aims to draw together government expertise from all regions of the world to enhance dialogue, cooperation and partnership in the areas of migration and development. In addition, it aims to address, in a transparent manner, the multidimensional aspects, opportunities and challenges related to international migration and its inter-linkages with development. Furthermore, it aims to foster practical and action-oriented outcomes at the national, regional and global levels.

The GFMD offers a unique multilateral space to examine the potential synergies between international migration and development and to steer current research findings and good practices towards more shared, cooperative forms of migration and development management.

The first GFMD was initiated and held in Belgium in 2007 and focused broadly on labour mobility, human resource development, remittances, diaspora resources, policy and institutional coherence and partnerships.

Based on the results of the very successful first Global Forum, the second Global Forum was held in Manila and consisted of two parts, the Civil Society Days and the Governments meetings.

As migration increases every year, and more evidence emerges of the significant benefits it brings for development in both origin and destination countries, and as Lebanon is one of the countries that are affected by migration, Lebanon’s participation in the Forum was crucial. This participation gave Lebanese delegates the opportunity to present Lebanon’s experience vis a vis migration and migrants rights as well as Lebanon’s experience vis a vis Regular migration.

The Lebanese official delegation consisted of H.E.M Haytham Jomaa, Director of Emigrants at the Ministry of Foreign Affairs and Emigrants; General Siham Harake, Head of Nationality, Passports and Foreigners Bureau at the Directorate General of General Security; and Dr. Khalil Hamade, Advisor of the Minister of Social Affairs.

Mr. Haytham Jomaa represented Lebanon in the first Roundtable on migration, Development and Human Rights, while General Siham Harake contributed to the Second Roundtable on Secure and Legal migration.

On the side of the official meetings, Lebanese delegates participated in different meetings that took place, especially in the Round Table that was organized by UNDP Regional Center in Bangkok on a study entitled: "HIV Vulnerabilities faced by women migrants: from Asia to the Arab States".

The 2nd Global Forum on Migration and Development (GFMD) concluded with calls to sending and receiving countries to continue forging agreements to ensure that migrants get ample protection, and for member states to monitor migration developments.

It is important to note that the Directorate of Emigrants Affairs at the Ministry of Foreign Affairs has already started preparing for the third Global Forum on Migration that will be held in 2009 in Greece. It will work in collaboration with other governmental institutions to establish a ministerial committee that will study issues related to Human Rights and remittances of Lebanese emigrants as well as foreign migrants in Lebanon. It will also work on organizing workshops and conferences that will raise awareness on the importance of the Global Forum on Migration and Development.
